Winter air in Japan is dry. Many visitors and new residents find that their skin feels tight after washing. Every drugstore has a long shelf of cleansers, and many cost less than ¥2,000.

The hard part is the label. Most boxes are only in Japanese. Some products remove makeup, some wash the skin, and some do both. Some are cosmetics and some are quasi-drugs. This guide explains the labels in simple English. Then it shows 7 popular face washes and cleansers sold in Japan, with their Japanese names, sizes and prices on 2 November 2026. We also cover how to use them and tax-free shopping.

We did not test these products. The information comes from the makers’ official pages and large drugstore chains’ online stores. There is no ranking here; the order follows the type of product.

📌 What you will learn

In a hurry? Japanese drugstores sell two kinds of cleanser. クレンジング (cleansing oil or gel) removes makeup and sunscreen. 洗顔 (face wash: foam or pump foam) washes the skin. For dry winter skin, look for words like 無香料 (unscented), 弱酸性 (weakly acidic) and 医薬部外品 (quasi-drug). Prices start at about ¥547. Rinse with water or lukewarm water, not hot water.

  7. The short version

※ Prices include tax. Most makers do not set a fixed price (オープン価格), so we show shop prices from the official online stores of マツキヨココカラ (Matsukiyo) and クリエイトSD (Create SD), or the maker’s own online price, all checked on 2 November 2026. Prices change often. Facts come from the makers, PMDA and the Japan Tourism Agency (観光庁). This is not medical advice.

Cleansing or face wash? Read the box

Japanese skin care uses two steps to clean the face. The type is printed on the front of the bottle or tube. Look for these words:

Word on the box What it is Use it for
クレンジング / メイク落とし Makeup remover (oil, gel, cream, balm) Removing makeup and sunscreen
オイル (oil) Cleansing oil Heavy makeup; most say to use dry hands
ジェル (gel) Cleansing gel Makeup removal with a thick, soft texture
洗顔フォーム / 洗顔料 Face wash in a tube. You make the lather Daily face washing
泡洗顔 / 泡で出てくる Pump foam. It comes out as foam Daily washing with no lathering

※ Based on the makers’ product pages, checked 2 November 2026.

FANCL, MUJI and Minon all put face wash as the step after an oil or gel. This is called W洗顔 (double cleansing). Some products say W洗顔不要, which means “no double cleansing needed”.

化粧品 or 医薬部外品?

Japanese law also puts these products into groups. Most face washes are 化粧品 (keshōhin, cosmetics). Some are 医薬部外品 (iyaku-bugaihin, quasi-drugs), often with 薬用 (medicated) in the name.

Japan’s medicine law says a quasi-drug has a mild effect on the body (「人体に対する作用が緩和なもの」). PMDA, the national drug agency, explains that a quasi-drug is not a medicine. Its main purpose is prevention, not treatment. It is made for everyday use, without a doctor or pharmacist watching. The difference from a cosmetic is the active ingredient (有効成分), which is listed on the box.

✅ Japanese words to look for

  • 無香料 = unscented
  • 無着色 = no added colour
  • 弱酸性 = weakly acidic
  • アルコールフリー / パラベンフリー = no ethanol / no parabens
  • W洗顔不要 = no second face wash needed
  • 乾いた手で = use with dry hands
  • まつエク OK = OK with eyelash extensions

How to choose a face wash for dry winter skin

  1. Do you wear makeup or sunscreen? If yes, start with a cleansing oil or gel. Then use a face wash. If you wear little or no makeup, a face wash alone may be enough.
  2. Dry or sensitive skin? Look for 無香料, 弱酸性 and アルコールフリー on the box. One of our picks, キュレル, is a quasi-drug made for dry, sensitive skin.
  3. Tube or pump? A tube is cheap, but you must make the lather yourself. A pump gives ready-made foam. This is easy when you are busy.
  4. Scent. Some washes contain fragrance (香料). Choose 無香料 if you do not like scent.
  5. Wet or dry hands? Read the instructions on oils. DHC says to always use dry hands.

How makers say to use them

We only list what the makers or shop pages say. No maker we checked gives an exact water temperature. They say 水かぬるま湯 (water or lukewarm water).

✅ Maker instructions in short

  • キュレル pump foam: wet your face, take 2 pumps of foam, do not lather it further, and wash gently
  • ミノン pump foam: wet your face, take 2–3 pumps, spread the foam, then rinse well with water or lukewarm water
  • DHC oil: always use dry hands, about 3 pumps, blend with makeup, then rinse with water or lukewarm water
  • Minon tip: scrubbing hard or rinsing with water that is too hot can weaken the skin’s barrier

4 face washes (foam and pump foam)

These four wash the skin. Prices were checked on 2 November 2026.

1. センカ パーフェクトホイップ (SENKA Perfect Whip)

This is a low-cost tube from the SENKA (専科) brand. It makes a fine, firm foam. The ingredient list includes hyaluronic acid (ヒアルロン酸Na, アセチルヒアルロン酸Na) and sericin (セリシン), a silk protein. It has a white floral scent (ホワイトフローラル), so it is not unscented.

Matsukiyo lists it as パーフェクトホイップa. MAQUIA, a beauty magazine, reports a 2026 renewal named パーフェクトホイップ fA, so the box may show either name. It is not marked as a quasi-drug.

This Hada Labo wash from Rohto comes out of the pump as foam. Rohto says it has 3 types of hyaluronic acid. It is unscented, has no added colour, no alcohol (ethanol) and no parabens. It is a 化粧品 (cosmetic).

Rohto says it is W洗顔不要: it can remove makeup, so you do not need a separate cleanser. For eye makeup, Rohto suggests a special remover. Use 2–3 pumps with wet hands, wash gently, and rinse well.

Curel is Kao’s brand for dry, sensitive skin. This pump foam is a 医薬部外品 (quasi-drug). The active ingredient is グリチルリチン酸2K (dipotassium glycyrrhizinate). Kao says it washes while protecting ceramide, a key part of the skin.

It is 弱酸性 (weakly acidic), unscented, has no added colour and no ethyl alcohol. Kao says it is allergy-tested and patch-tested. Kao says to take 2 pumps of foam and wash gently without lathering it further.

We could not find a 無香料 or 弱酸性 claim, and the pages we checked do not say if it is a cosmetic or a quasi-drug. Use 2–3 pumps on a wet face, then rinse well with water or lukewarm water.

3 makeup removers (oil and gel)

Use these first if you wear makeup or sunscreen. All three makers suggest a face wash after, or show it as the next step.

5. DHC 薬用ディープクレンジングオイル (DHC Medicated Deep Cleansing Oil)

Sundrug’s online store lists it as a 医薬部外品 (quasi-drug). It contains an essence from virgin olive oil and rosemary. DHC says it takes off makeup and pore dirt, then mixes with water and rinses off.

Always use dry hands. Take about 3 pumps, blend with your makeup, then rinse with water or lukewarm water. The shop pages say it can be used with eyelash extensions, depending on the glue. We could not confirm the active ingredient.

FANCL lists this oil under 無添加 (additive-free) cleansing. FANCL says it uses no preservatives, synthetic fragrance, synthetic colours, petroleum-based surfactants or UV absorbers. It is a 化粧品 (cosmetic). It is non-comedogenic tested, but FANCL notes this does not mean no one will get clogged pores.

Use 2 pumps, about the size of a ¥500 coin. One 120 mL bottle is about 60 uses. FANCL says it is OK with eyelash extensions that use cyanoacrylate glue. Use it within 120 days after opening.

This MUJI gel is thick, so MUJI says it is gentle on the skin. MUJI says it uses 100% naturally derived ingredients (some are chemically modified). It is 弱酸性, has no synthetic fragrance, no colour, no mineral oil, no parabens and no alcohol. It contains hyaluronic acid, ceramide and 5 amino acids. MUJI says it is allergy-tested, but not everyone is free from reactions.

MUJI suggests using a generous amount, so you do not rub the skin. Use a face wash after it.

When to stop and see a doctor

⚠️ What the labels say

  • Rohto and DHC: if you get redness, swelling, itching or irritation during use or after sun, stop and see a dermatologist (皮膚科)
  • Do not use on wounds, swelling or eczema
  • If it gets in your eyes, rinse at once. Rohto says to see an eye doctor if problems remain
  • “Allergy-tested” (アレルギーテスト済み) does not mean that no one will react

This article is not medical advice. If your skin is very dry, red or sore, ask a pharmacist or see a dermatologist.

Tax-free shopping, allergies and halal

Can I buy face wash tax-free?

Yes, but only if you spend enough. Japan’s tax-free system changed on 1 November 2026. It is now a refund system. You pay the full price with tax in the shop. When you leave Japan, customs checks that the goods are leaving. Then you get the tax back.

Before, cosmetics were “consumables” (消耗品) and needed a special sealed bag. Under the new system, the sealed bags are gone. The minimum is still ¥5,000 (before tax) per shop per day.

Our picks cost ¥547 to ¥1,980, so one item will not reach ¥5,000. You would need to buy other items in the same shop on the same day.

✅ Tax-free checklist for drugstore shopping

  • Spend at least ¥5,000 (before tax) in one shop on one day
  • Bring your passport when you buy
  • Do not use the products in Japan. Cosmetics used in Japan are not eligible. If you used some, tell the customs officer
  • Show your passport at customs within 90 days of purchase, before you check in your bags
  • Keep every item on that receipt. If one item is missing, no item on that receipt is tax-free
  • Ask the shop how and when it pays the refund

Tip: if you need a face wash during your stay, buy one separately, without tax-free. Keep the tax-free items packed for the trip home. Read more in our Japan tax-free shopping guide.

Allergies and sensitive skin

Read the ingredient list (成分 or 全成分) on the box. From the pages we checked:

  • Fragrance (香料): センカ パーフェクトホイップ
  • Unscented (無香料): 肌ラボ 極潤 ヒアルロン泡洗顔, キュレル 潤浸保湿 泡洗顔料
  • No synthetic fragrance: ファンケル マイルドクレンジング オイル, 無印良品 マイルドジェルクレンジング

Try a small amount first. If you have a known allergy, ask a pharmacist or your doctor.

Halal and vegan

We did not find a halal or vegan statement from any of these makers. SENKA contains sericin, a protein from silk. Please check halal certification and the full ingredient list yourself, or contact the maker.

Frequently asked questions

Do I need both a cleansing oil and a face wash?

If you wear makeup or sunscreen, most makers suggest both. FANCL, MUJI and Minon show face wash as the step after their cleansers. 肌ラボ 極潤 ヒアルロン泡洗顔 says W洗顔不要, so it can remove light makeup alone. Use a remover for eye makeup.

Which face wash is good for dry, sensitive skin in winter?

キュレル 潤浸保湿 泡洗顔料 is a quasi-drug made for dry, sensitive skin. It is weakly acidic, unscented and alcohol-free. 肌ラボ 極潤 ヒアルロン泡洗顔 is also unscented and alcohol-free.

What does 医薬部外品 mean on a face wash?

It means quasi-drug. PMDA explains that a quasi-drug has a mild effect and is mainly for prevention, not treatment. It lists an active ingredient (有効成分). Among our picks, Curel and DHC are quasi-drugs.

Should I rinse with hot water?

The makers we checked say to use water or lukewarm water (水かぬるま湯). Minon says that scrubbing hard or rinsing with water that is too hot can weaken the skin’s barrier.

Can I buy face wash tax-free?

Yes, if you are an eligible visitor and spend at least ¥5,000 (before tax) in one shop on one day. From 1 November 2026, you pay tax first and get it back after customs checks the goods. Products you use in Japan are not eligible.

Are these products halal or vegan?

We found no halal or vegan statement from the makers. Please check certification and the full ingredient list yourself, or ask the maker.

The short version

For a cheap daily face wash, センカ パーフェクトホイップ (¥547) is easy to find. For one easy step with light makeup, try 肌ラボ 極潤 ヒアルロン泡洗顔 (¥657). For dry, sensitive winter skin, キュレル 潤浸保湿 泡洗顔料 (¥1,760) is a weakly acidic, unscented quasi-drug. For heavy makeup, use a cleansing oil such as DHC 薬用ディープクレンジングオイル or ファンケル マイルドクレンジング オイル, then a face wash. Rinse with water or lukewarm water, not hot water. If redness or itching appears, stop and see a dermatologist. For tax-free, spend ¥5,000 before tax in one shop, and do not use the items before you leave Japan.
