From November, the air in Japan gets dry, and indoor heating makes it drier. Many visitors and new residents find that their face feels tight. Japanese drugstores have a whole wall of bottles called 化粧水, and many cost less than ¥1,000.

The hard part is the label: most bottles are only in Japanese, and one brand often sells three similar versions. This guide explains the words in simple English and shows 7 Japanese lotions (toners) from drugstores and MUJI, with their Japanese names, sizes and prices on 4 November 2026.

We did not test these products. The information comes from the makers’ official pages and large drugstore chains’ online stores. There is no ranking; the order follows the type and price. See also our Japanese face wash guide and lip balm guide.

📌 What you will learn

In a hurry? A 化粧水 (keshōsui) is the watery “lotion” or “toner” you use right after washing your face. For dry winter skin, look for しっとり (moist) or とてもしっとり (very moist), 無香料 (unscented) and 医薬部外品 (quasi-drug). Prices start at about ¥698. Use your hands, do not rub, and put a milk (乳液) or cream on top.

What is 化粧水? Lotion, toner, 乳液 and 美容液

In English, this product is often called a toner. Japanese makers usually call it a lotion. It is the same thing: a watery liquid for the face. Here are the main words in the skin care aisle:

Word on the bottle What it is When to use it
化粧水 (keshōsui) Lotion / toner. A watery liquid Right after washing your face
乳液 (nyūeki) Milk / emulsion. A light milky lotion After 化粧水
美容液 (biyōeki) Serum / essence Made for special needs; follow the maker’s steps
つめかえ用 Refill pack Pour into the empty bottle

※ Based on Kao’s skin care information pages and the makers’ product pages, checked 4 November 2026.

Kao, the maker of Curel, explains it simply. A 化粧水 gives the skin water and moisturizing ingredients after washing. A 乳液 or cream comes after the 化粧水. It adds moisture and makes a thin film that protects the skin. So in dry winter, a lotion alone is often not enough.

化粧品 or 医薬部外品?

Most lotions are 化粧品 (cosmetics). Some are 医薬部外品 (iyaku-bugaihin, quasi-drugs), often with 薬用 (medicated) in the name. Japan’s medicine law says a quasi-drug has a mild effect on the body (「人体に対する作用が緩和なもの」). PMDA, the national drug agency, explains that it is not a medicine. Its main purpose is prevention, not treatment, for everyday use. It has an active ingredient (有効成分) listed on the box.

✅ Japanese words to look for

  • さっぱり = light, fresh feel
  • しっとり = moist
  • とてもしっとり / もっとしっとり = very moist, thicker
  • 無香料 = unscented
  • 無着色 = no added colour
  • 弱酸性 = weakly acidic
  • アルコールフリー / ノンアルコール / アルコール無添加 = no ethanol
  • パラベンフリー / パラベン無添加 = no parabens (a type of preservative)

How to choose a lotion for dry winter skin

  1. Pick the texture. Curel, IHADA, MUJI and Chifure sell the same lotion in two or three types, from さっぱり (light) to とてもしっとり (very moist). For winter, many people choose a moist type. Check the type word before you pay.
  2. Dry or sensitive skin? Look for 敏感肌用 or 医薬部外品. Curel and IHADA are quasi-drugs.
  3. Scent and alcohol. Choose 無香料 if you dislike scent, and アルコールフリー or ノンアルコール if ethanol stings.
  4. Size. A big bottle (300–500 mL) is good for face and body. Refill packs (つめかえ用) are cheaper.

How makers say to use them

✅ Kao’s advice in short

  • Add water to the skin as soon as you can after washing
  • Use your palms instead of cotton
  • Do not rub or press hard. Smooth it on gently
  • Add a second layer on dry areas
  • Then use a 乳液 or cream

When to stop and see a doctor

⚠️ What the labels say

  • Rohto and Kao: if you get redness, swelling, itching, irritation, white patches or dark spots during use or after sun, stop and see a dermatologist (皮膚科)
  • Do not use on wounds, swelling or eczema
  • If it gets in your eyes, rinse at once
  • “Allergy-tested” (アレルギーテスト済み) does not mean that no one will react

If your skin is very dry, red or sore, ask a pharmacist or see a dermatologist.

Tax-free shopping, allergies and halal

Can I buy lotion tax-free?

Yes, but only if you spend enough. Since 1 November 2026, Japan uses a refund system. You pay the full price with tax in the shop. When you leave Japan, customs checks the goods, and then you get the tax back. Ask the shop how it pays the refund.

The minimum is ¥5,000 (before tax) per shop per day. Our picks cost ¥698 to ¥2,200, so you would need to buy other items in the same shop on the same day.

✅ Tax-free checklist for drugstore shopping

  • Spend at least ¥5,000 (before tax) in one shop on one day
  • Bring your passport when you buy
  • Do not use the products in Japan. Cosmetics used in Japan are not eligible. If you used some, tell the customs officer
  • Show your passport at the tax-free terminal within 90 days of purchase, before you check in your bags
  • Keep every item on that receipt. If one item is missing, no item on that receipt is tax-free

Allergies and sensitive skin

Read the ingredient list (全成分) on the box. From the pages we checked:

  • Unscented (無香料): 肌ラボ 極潤ヒアルロン液, ちふれ, 無印良品, キュレル, イハダ; ナチュリエ (per the Create SD shop page)
  • No parabens: 肌ラボ 極潤ヒアルロン液, 無印良品, イハダ
  • Contains paraben: ナチュリエ, ちふれ, キュレル
  • No scent or alcohol claim found: ミノン

Try a small amount first. If you have a known allergy, ask a pharmacist or your doctor.

Halal and vegan

We did not find a halal or vegan statement from any of these makers. Please check halal certification and the full ingredient list yourself, or contact the maker.

Frequently asked questions

Is a Japanese lotion the same as a toner?

Yes, mostly. 化粧水 is a watery liquid you use right after washing your face. Japanese makers often call it “lotion”; many countries call it “toner”. It is not a thick body lotion.

Do I need a 乳液 or cream after the lotion?

Kao says to use 化粧水 first, then 乳液 (milk) or cream. The milk or cream makes a thin film that helps protect the skin.

Should I use cotton or my hands?

Kao and Shiseido suggest your palms, because cotton can irritate some skin. Chifure and MUJI say either is fine. Do not rub.

Which lotion is good for very dry, sensitive skin?

キュレル 化粧水 III and イハダ 薬用うるおいローション are weakly acidic, unscented quasi-drugs. At a lower price, MUJI’s 敏感肌用化粧水 高保湿 is also made for sensitive skin.

Can I buy lotion tax-free?

Yes, if you are an eligible visitor and spend at least ¥5,000 (before tax) in one shop on one day. You pay tax first and get it back after customs checks the goods. Products used in Japan are not eligible.

Are these lotions halal or vegan?

We found no halal or vegan statement from the makers. Please check certification and the full ingredient list yourself, or ask the maker.

The short version

For a simple, low-cost lotion, 肌ラボ 極潤ヒアルロン液 (¥902) is easy to find. For face and body, try the 500 mL ナチュリエ ハトムギ化粧水 (¥698). For a cheap, rich lotion, there is ちふれ 保湿化粧水 とてもしっとりタイプ (¥770), and at MUJI, 敏感肌用化粧水 高保湿 (¥990). For dry, sensitive skin, look at the quasi-drugs キュレル 化粧水 III (¥2,090) and イハダ 薬用うるおいローション (¥1,650). Use your hands, do not rub, and put a 乳液 or cream on top. If redness or itching appears, stop and see a dermatologist. For tax-free, spend ¥5,000 before tax in one shop, and do not use the items in Japan.
